The Bousfield lattice quotient by strange classes

From papers

Let r ⁣:BDLr\colon\mathbf{B}\to\mathbf{DL} be the retraction map, and let JJ be the principal ideal of strange Bousfield classes. The map rr factors through an epimorphism

r ⁣:B/JDL.r'\colon\mathbf{B}/J\to\mathbf{DL}.

The quotient-isomorphism conjecture. The epimorphism rr' is an isomorphism.

This would identify the quotient of the Bousfield lattice by the strange classes with the distributive lattice of closed Bousfield classes. The source gives no resolution.
