Let a fractal be an object whose fractal dimension is considered over time, and let a dynamical fractal be an irregularly and continuously changing fractal on an interval (t0,t)R(t_0,t_*)\subseteq\mathbb{R}, as defined in the paper.

Dynamical-fractal universality conjecture. All fractals existing in our world are dynamical fractals.
