Conjecture on vanishing IVIS for Ginibre system matrices

Let AA be a system matrix sampled from the Ginibre ensemble, and let x0\mathbf{x}_{0} be an initial condition whose coordinates x0,ix_{0,i} have second-order moments bounded by a constant. Let IVIS(A,x0){\mathrm{IVIS}}(A,\mathbf{x}_{0}) denote the quantity defined in Equation~. Ginibre IVIS vanishing conjecture. Equation~ should hold for these choices of AA and x0\mathbf{x}_{0}. The preceding analysis establishes the analogous vanishing result for orthogonally invariant system matrices, while this conjecture proposes the corresponding statement for asymmetric matrices from the Ginibre ensemble.
