Rational quotient conjecture for finite-group actions

Let GG be a finite group. Rational-quotient conjecture. There exists a kk-rational GG-variety XX with a generically free GG-action such that X/GX/G is kk-rational. This is a nonlinear analogue of Noether’s problem, seeking rational models whose quotients are rational; the supplied text gives no resolution.
