Shintani construction conjecture for Rubin–Stark elements

Assume that $(S,T,V)$ satisfies (C1), let $\hat{\Theta}_{S,T,V,J}\in D/I_{F^{\times}}D$ be the Shintani-datum element, and let $\hat{R}_{H/F,S,T,J}$ be the corresponding regulator. Shintani construction conjecture. For every $J$,

$$f_2(\hat{\Theta}_{S,T,V,J})=\hat{R}_{H/F,S,T,J}(\epsilon_{H,S,T,V}).$$

This conjecturally identifies the Shintani zeta-function construction with the regulator of the Rubin–Stark element. The source gives no resolution status.
